Eco-Ret Moldova encourages stores and retailers across the country that sell beverages in packaging covered by the Deposit Return System (DRS) to begin preparing early for participation in the system, which will become operational nationwide in 2027.

The DRS will allow consumers to return eligible beverage containers and recover the deposit paid when purchasing the product. The implementation of the system represents one of the most significant changes in packaging waste management in the Republic of Moldova and aims to increase collection and recycling rates.

Stores and retailers play a key role in the successful operation of the system. Businesses that sell products included in the DRS must prepare for registration in the information system, conclude a contract with the DRS administrator, and adapt the operational processes required for participation in the system.

According to Government Decision No. 379/2025, stores with a retail sales area larger than 100 m² that sell products included in the DRS will be required to participate in the system and organize the take-back of beverage containers returned by consumers. Depending on the characteristics of each location, returns may be handled manually or through Reverse Vending Machines (RVMs).

Retailers that are not legally required to establish a return point are also encouraged to join the DRS network on a voluntary basis.

During this period, Eco-Ret Moldova is conducting information and consultation activities with retailers across the country to identify the specific needs of each location and prepare the most suitable return solutions.

Preparation involves more than simply installing equipment. It also includes organizing adequate space, training staff, adapting point-of-sale and accounting systems, informing consumers, and integrating the flow of returned containers into the store’s daily operations.

The legislation also provides for the payment of a handling fee to retailers, intended to compensate for the incremental costs associated with the collection and storage of returned containers, under the conditions established for the operation of the system.

“The DRS will function effectively only if it is simple and clear for both consumers and retailers. That is why we want to engage with stores well in advance, understand the specific circumstances of each location, and identify the most practical solution together. The earlier preparation begins, the smoother and more efficient the transition to the new system will be,” said Dan Bîrsă, General Director of the association.

Eco-Ret Moldova invites retailers to contact the Eco-Ret Moldova team for information regarding registration, contracting, return points, and store preparation:
